There are a handfull of youtubers that make builds for divinity 2, all of them are biased and make the same type of build, if you want full effectiveness, go for sin tee, that guy is a minmaxer, all his builds work and are broken at some point. But after you maxed what you needed the most, you can of course go for weapon skills, one handed is really bad, but dual wield can increase your dmg quite a bit and give you really high dodge, ranger gives you crit chance wich is essential for a ranger mostly in definitive edition, and two handed is really powerfull in any crit build (all of them ?) so if you are using a two handed weapon you should have poitns in two handed even if you dont use autoattacks, just for the crit multi. Warfare works well will Scoundrel, as both specialize in weapon-based melee skills. Generic 1-H and 2-H weapons scale with Strength, daggers and spears scale with Finesse, and staves scale with Int. Its not like you dont have to, its more like they are not as important as other things, if you do physical dmg then warfare is the best way to increase your dps, and this applies for ANY physical build, rangers, rogues, necromancers, warriors, anything, because its a multipicative modifier, same happens with huntsman but you need high ground so its not as effective. Warfare skills will scale with the primary skill and appropriate element of the weapon you have equipped.
